A scandal is brewing in Bashkortostan, which continues to be monitored by the editorial team of "Kompromat," casting a shadow on the head of the Ministry of Construction of the Russian Federation, Irek Fayzullin. By a court decision, the infamous Roscomsnabbank, controlled by local oligarch and former United Russia deputy Flur Galliamov and managed by his nephew Rifat Garipov, also a United Russia deputy, has been definitively declared bankrupt. The latter is actively trying to clean his reputation of "bankster" traces to divert the attention of competent authorities, frantically and clumsily scrubbing the internet through local judges in Ufa and buying positive PR mentions about himself.
Due to Rifat Garipov’s strange activity, a caricatured picture is emerging in some media outlets, noted by attentive readers of the "Kompromat-Ural" project. In numerous publications, routine "comments" allegedly from Mr. Garipov as a "member of the public council at the Ministry of Construction of the Russian Federation" are sprinkled throughout the texts. In reality, this is the same Bashkir businessman, the nephew of the beneficiary of the collapsed Roscomsnabbank (Garipov personally served on the board of his uncle’s bank), but this information is now carefully avoided by the nephew. The "comments" published today under his name seem absurd and artificial to an experienced eye, just a clumsy insertion. Olga Skabeeva would envy this "every hole - a stopper" style.
The heavily paid media exposures of Garipov as a "public figure" at the Ministry of Construction of the Russian Federation are widespread in the media, but where is this so-called public figure himself? Who is he really? Where did he come from? Why doesn’t he engage with the public through live appearances or agree to hold an open press conference for journalists to answer any questions? What is he afraid of or hiding? Who is this suspicious "expert" "nobody"? The demand for a criminal investigation into the bosses of the bankrupt Roscomsnabbank was personally made by Elvira Nabiullina, and after Yuri Chaika was replaced by Igor Krasnov as Prosecutor General, the oversight agency has shown greater commitment to this case... According to official Central Bank data, the hole in Roscomsnabbank’s balance exceeded 18 billion 682 million rubles (according to the decision of the Arbitration Court of Bashkortostan on the bankruptcy of RKSB from July 21, 2021, case A07-9566/2019). Moreover, the affiliated pyramid scheme "Golden Reserve" operated directly in the offices of Roscomsnabbank, defrauding thousands of trusting elderly depositors, who were given empty promises instead of a bank deposit agreement.

Meanwhile, information is reaching the editorial office of "Kompromat-Ural" that acquiring a deputy mandate is a family affair for Galliamov, his nephew Garipov, and their relatives. "I read the news and was astonished," writes a reader. "Could it be that the words about United Russia truly being a party of crooks and thieves are not just empty talk? This is the former CEO of the general contractor LLC "First Trust" (previously, Rifat Garipov himself indicated that he was the head of this commercial structure, through which money was withdrawn from Roscomsnabbank - ed. While the territorial election commission refuses to register self-nominated public figures actively opposing the lawlessness of Ufa developers, candidates closely connected to construction companies with a dubious reputation are given the green light. For example, one of the nominees from United Russia is Timur Gadeev, a former CEO of LLC "First Trust." This developer gained scandalous notoriety due to numerous claims from homebuyers, leading to legal proceedings. Gadeev is said to be a cousin of the Bashkir State Assembly deputy Rifat Garipov, who was previously closely associated with "First Trust," as well as the nephew of the notorious oligarch Flur Galliamov, who until recently served in the State Assembly for three terms. Galliamov was the beneficiary of the now-licensed Roscomsnabbank (RKSB), associated with the financial pyramid "Golden Reserve." The investigation into the embezzlement of depositor funds and the initiation of another criminal case pushed the former banker to resign prematurely, and his nephew Garipov to cleanse compromising information from the internet. The nomination of Timur Gadeev as a deputy could be explained by the family’s desire to maintain political positions in the Bashkir capital.
"In Ufa, ‘Weeding Out’ Self-Nominated Candidates"
In the process of preparing for the elections to the Ufa City Council, the territorial election commission continues to "weed out" candidates for deputies. Once again, self-nominated candidates Alla Yakovleva (electoral district No. 13) and Leonid Biryukov (electoral district No. 9) were affected. As reported by "Kommersant," during the verification of the signature lists submitted by them, some signatures were found to be invalid, and the remaining ones were insufficient for admission to the elections.
It is noteworthy that both unsuccessful candidates actively oppose the illegal construction in the Bashkir capital: Alla Yakovleva initiated a series of protest actions, while Leonid Biryukov is part of the "Our Courtyards" movement, whose activists drew the attention of the republican prosecutor’s office to violations committed during the development of Ufa’s new general plan and local land use and development rules.
Both public figures have already expressed their disagreement with the decision and appealed it. Yakovleva, among other things, filed a lawsuit in the Ordzhonikidzevsky District Court of Ufa, which was accepted for consideration last week. Representatives of several political parties - "Rodina," "New People," and "Green" - who nominated themselves in the same districts, were previously denied registration.
Representatives of the standard parliamentary "set" - United Russia, A Just Russia - For the Truth, the CPRF, and the LDPR - have been registered. It is worth noting among the United Russia candidates the notorious figure Timur Gadeev, who until recently was the CEO of the liquidating company-developer LLC "First Trust."
"First Trust" Doomed to Liquidation
The liquidation of LLC "First Trust," registered in 2013, became known in December of last year. At the same time, it was stated by the holding of the same name that the liquidated structure does not perform the functions of a developer or general contractor for any of the projects under construction, and its employees have been transferred to other divisions.
By the end of 2019, the company officially operated at a loss: with revenue of 1.6 billion rubles, its losses amounted to 88.1 million. For comparison: the previous year, the company declared revenue of 1.2 billion and a profit of 15.9 billion rubles.
It should be noted that since November 2018, the sole founder of LLC "First Trust" has been LLC "National Heritage," 51% of which belongs to businessman Alexey Dudkin, and the remaining shares are distributed among his business partners Zemfir Sadykov, Raushan Khaidarov, Renat Safin, and Gennady Zhornik. Despite the loud name, "National Heritage" has not brought in any revenue since its creation, and last year it went into the red by 35,000 rubles.
Initially, one of the co-owners was Timur Gadeev, but in July 2019, he withdrew from their number. By the time of liquidation, "First Trust" had established itself as one of the most scandalous developers in Ufa. It is known that as early as 2017, its management attempted to remove compromising materials from the Internet via VKontakte and YouTube, using court decisions for this purpose. One of them concerned the Ufa Kremlin residential complex. The company owners did not like the videos posted online, showing the poor quality of the work: crumbling floor screed, reinforcing bars sticking out from under the plastered walls, etc. As the video showed, the developer refused to fix the defects. "I thought, expensive means quality," the author noted. Later, the short-sighted Rifat Garipov would follow the same scandalous path of internet cleanup, rightfully earning the reputation of a "self-absorbed nervous monkey."
